Console Card or PC Card?

Rockstar sells the same card with two amounts. On PlayStation and Xbox the Whale Shark Card carries 4,250,000 GTA$, the bonus amount introduced with the PS4 and Xbox One versions. On PC it carries 3,500,000 GTA$, the original amount. A code only works on the platform it was issued for, so the choice is made by where you play, and the table below gives the price of each.

GTA$ are not transferable

A PC code never credits a console account, and PlayStation and Xbox codes do not cross over. Buying the wrong platform is the most common way to lose money on a card.

No. A Shark Card code is bound to the platform it was issued for: Rockstar Games Launcher codes credit PC accounts only, Microsoft Store codes Xbox accounts, PlayStation Store codes PlayStation accounts. Region matters too: a Europe code needs a European account.
Is a bigger card better value?

Is buying a Shark Card code from a reseller safe?
The code is redeemed on the official store of your platform and the GTA$ arrive through Rockstar's normal delivery, so the risk is the region and the platform printed on the listing, not the game account. Instant Gaming states both on every card page; some Kinguin listings do not, which is why they are flagged.
