GTA Liberty City Stories takes place in Liberty City in 1998, on the same three islands as GTA III: Portland, Staunton Island and Shoreside Vale. You start on Portland, Staunton Island opens after the mission Driving Mr Leone, and Shoreside Vale after Love on the Rocks. The biggest difference with GTA III is Fort Staunton, still an Italian neighbourhood in 1998, which Toni Cipriani blows up during the story.

Portland is the only island open at first. In 1998 the Callahan Bridge to Staunton Island is still unfinished, so a ferry links the two islands, and a ferry workers' strike led by union boss Jane Hopper is one of Portland's storylines.
Staunton Island opens once Toni drives Salvatore Leone there in Driving Mr Leone. Its most famous change is Fort Staunton: a Little Italy district in 1998, destroyed with 8-Ball's explosives for Donald Love, which explains the construction site players find in GTA III.


The last island opens after Love on the Rocks. It holds the airport, the Cochrane Dam and 8-Ball's bomb shop in Pike Creek.
The layout is the same as in GTA III, set three years later: the unfinished Callahan Bridge and the Fort Staunton neighbourhood are the main differences, as the GTA 3 map shows.
