The GTA 3 map is Liberty City, loosely based on New York and split into three islands: Portland, drawing on Brooklyn and Queens, Staunton Island, drawing on Manhattan, and Shoreside Vale, drawing on New Jersey and the suburbs. Only Portland is open at the start. The mission Last Requests repairs the Callahan Bridge to Staunton Island, and Grand Theft Aero opens Shoreside Vale.

Portland is the only island open at the start. Completing Last Requests, for Salvatore, repairs the Callahan Bridge and opens the Porter Tunnel to Staunton Island; a radio report announces the repair the next time Claude gets in a car. Shoreside Vale opens with Grand Theft Aero, for Donald Love, available after A Drop in the Ocean, when the Shoreside Lift Bridge starts lowering.
Based on Brooklyn and Queens. Open from the start. Its districts are Atlantic Quays, Callahan Point, Chinatown, Harwood, Hepburn Heights, Portland Beach, Portland Harbor, Portland View, Red Light District, Saint Mark's and Trenton.
Based on Manhattan. After Last Requests. Its districts are Torrington, Bedford Point, Belleville Park, Newport, Fort Staunton, Rockford, Liberty Campus and Aspatria.
Based on New Jersey and the suburbs. After Grand Theft Aero. Its districts are Cedar Grove, Francis International Airport, Pike Creek and Wichita Gardens.
The Infernus, the fastest car in the game, spawns in Shoreside Vale, most reliably around Cedar Grove, as detailed in our fastest cars in GTA 3.
