The first Grand Theft Auto (1997) has three cities: Liberty City, based on New York; San Andreas, based on San Francisco; and Vice City, based on Miami. Each city has two levels, six in total, and they unlock in a fixed order: you start in Liberty City, and finishing each level opens the next one, up to Vice City.

San Andreas is a single city here, based on San Francisco, long before it became a whole state in GTA San Andreas. Liberty City's map also includes New Guernsey, the game's version of New Jersey.

To finish a level, you need to reach its target score, which starts at $1,000,000 and rises in later levels, then get to the level's end point. Each completed level unlocks the next. Jobs come from ringing payphones, and some start when you get into specific cars.
