Max Payne (2001) has no cheat menu. On PC the cheats are developer console commands, which only work once the game is started with the -developer parameter. The PlayStation 2 version has three button codes instead.
Commands that could not be confirmed, such as jump10 for the first game, and PS2 codes with an uncertain effect are left out.
How to Open the Console on PC
Right-click your Max Payne shortcut, open Properties and add -developer at the end of the Target field, after the closing quote. Start the game from that shortcut, load a level and press F12: the console opens and accepts the commands below. Without -developer, F12 does nothing.

Frequently Asked Questions
How do you enable cheats in Max Payne on PC?
Add -developer to the Target field of the game's shortcut, start the game from it, then press F12 in a level to open the console. Type coder for god mode, every weapon, ammo and health.
Why does F12 not open the console in Max Payne?
Because the game was not started with the -developer parameter. The console stays locked without it. In Max Payne 2 the key is different: the console opens with ~, not F12.
What does the coder cheat do in Max Payne?
It turns on invincibility and gives you every weapon, ammo and health in one go. To switch invincibility off afterwards, type mortal.
Are there Max Payne cheats for PS2?
Yes, three button codes: invincibility and all weapons with 8 painkillers from the pause screen, and a level unlock from the main menu that opens every level after the first subway level.
Are there Max Payne cheats for Xbox?
None that could be confirmed. One site lists two different cheat menu sequences for the Xbox version, which contradict each other, so they are not listed here.
