The main character of GTA Vice City Stories is Victor "Vic" Vance, an army corporal voiced by Dorian Missick. Around him are his brother Lance (Philip Michael Thomas), the corrupt sergeant Jerry Martinez (Felix Solis), gunrunner Phil Cassidy (Gary Busey), Louise Cassidy-Williams (Chelsey Rives), Cuban leader Umberto Robina (Danny Trejo), the Mendez brothers and a young Ricardo Diaz (Luis Guzmán). Singer Phil Collins appears as himself.

Martinez gets Vic thrown out of the army. Phil Cassidy gives him a place to stay, Vic kills Marty Williams to save Louise, and builds an empire with Lance. Sergeant Jerry Martinez is the main antagonist of Vice City Stories (2006): Victor Vance's corrupt superior at Fort Baxter Air Base, involved in drug dealing. He gets Vic thrown out of the army, then keeps trying to destroy him, until Vic kills him in the final mission. Felix Solis voices him.

Vic enlisted to pay for his brother Pete's medical treatment, and Martinez uses that to control him. Martinez also works with the arms dealer Phil Cassidy, and introduces Vic to him. More on Victor Vance and Phil Cassidy.

Martinez goes into witness protection under the name Sven Johansson, and he exposes the Vances' lie to the Mendez brothers. After Brawn of the Dead, he only reaches Vic through pager messages, sent after White Lies, where he threatens Louise, Where it Hurts Most, Lost and Found and Over the Top.
Victor Vance, in Last Stand, the final mission, given by Ricardo Diaz from his villa on Starfish Island. In Over the Top, Vic steals a Hunter attack helicopter from Fort Baxter while a drunk Phil rams a boomshine truck into the base gate. In Last Stand, the Hunter is hit by a rocket and crashes on the roof of the Mendez Building, Downtown, and Vic clears the floors. Martinez arrives in a Maverick, which then fires at Vic through the windows and has to be destroyed. On the roof, Martinez and Diego Mendez hold Vic at gunpoint, then turn on each other, and you shoot them in whichever order you like. The mission pays $5,000 and unlocks the Winner outfit. Felix Solis, born on 17 September 1971 in New York, is best known as Omar Navarro in Ozark, and has appeared in Oz, The Sopranos, NYPD Blue and several Law & Order series. His only other video game credit is the Liberty City crowd voices in GTA IV (2008).
Louise Cassidy-Williams is Victor Vance's love interest and business partner in Vice City Stories (2006). Phil Cassidy's sister and the abused wife of Marty Jay Williams, she leaves him with Vic's help, and dies after being abducted by the Mendez brothers' men. Chelsey Rives voices her.
Louise is the sister of Phil and Mary-Jo Cassidy, and the mother of a baby, Mary-Beth Williams. Her husband Marty, leader of the Trailer Park Mafia, abuses her, so she leaves him to stay with Mary-Jo. More on Phil Cassidy.

Louise dies at the Mendez Mansion in Light My Pyre. In her last words she tells Vic they could have had something special and asks that Mary-Jo take care of her baby. Who killed her is unclear: Armando Mendez is said to have shot her, Martinez and the Mendez brothers are also blamed, and she may have died from injuries received in captivity. Vic kills Armando in the same mission, then Diego and Martinez in Last Stand. Phil mourns her in Over the Top, crashing a boomshine truck into Fort Baxter's gate.
Armando and Diego Mendez are Bolivian brothers who run the Mendez Cartel, Vice City's biggest drug operation in 1984, in Vice City Stories (2006). After the Vance brothers steal their cocaine, they force Victor and Lance to work for them, then turn on them. Victor kills both. Yul Vazquez voices Armando and Ruben Trujillo voices Diego.

Armando does the talking and gives most of the missions; Diego is quiet and speaks Spanish. Armando is a fan of Aristotle, Diego of Plato. Diego once had a relationship with Reni Wassulmaier.
