The First of Three Signs
That note in Bedford Point is where a twenty-year joke begins. In 2004, San Andreas put a sign at the top of the Gant Bridge reading « There are no easter eggs up here. Go away. », aimed squarely at the players climbing it looking for Bigfoot. In 2008, GTA IV finished the sequence by writing « No Hidden Content This Way » on the one door in Liberty City that leads to hidden content, the giant beating heart inside the Statue of Happiness.
The tone changes across the three. The first is surprised you got there. The second tells you to leave. The third lies to your face. Nobody at Rockstar has ever explained the sequence, and none of the three signs does anything at all.
A Town Map With No Towns
Fly a Dodo north out of Liberty City for a few minutes and names start appearing on your radar: Obbeburgh, Aaronsville, Woodcunty, Les County, Garystown, Adamton. There is nothing underneath any of them. They are the developers, Obbe Vermeij, Aaron Garbut, Alisdair Wood, Leslie Benzies, Gary McAdam and Adam Fowler, written into the map data as places. The team signed the world by putting themselves on the edge of it, somewhere no player was expected to go.
Where Rockstar Stopped Hiding
Rockstar usually buries its logo. In GTA III it is painted on the helicopter on the roof of Kenji's Casino with the words Rockstar Games printed underneath, and it turns up again on the cap of the pedestrian with the headphones. Meanwhile a news ticker on Staunton Island advertises « GTA 3 OUT NOW » to the person playing GTA III, and a billboard promises « See you in Miami! » a year before Vice City existed.

Does GTA 3 reference the Driver games?
Directly. A mission called Two-Faced Tanner has you kill a character named after Driver's protagonist, and Rockstar gave him a woman's walking animation as a reference to reviews that mocked how the real Tanner moved.
